Project Overview
In 2023, the Washington Legislature passed Engrossed 2nd Substitute House Bill 1110, requiring 77 jurisdictions across the state to adopt development regulations that allow for middle housing on all lots zoned predominantly for residential use. Additionally, House Bill 1337 mandates the adoption or amendment of municipal zoning regulations to permit at least two ADUs on all lots within urban growth areas that allow for single-family homes.

The City of Airway Heights is developing policies, zoning, and development standards to facilitate Missing Middle Housing and two residential units on each lot as required under HB 1110 for Tier 3 cities (cities with populations under 25,000), and to meet the requirements of HB 1337, allowing two Accessory Dwelling Units per lot. These amendments will include changes to the Plan and Code language, maps, graphics, and images to clearly convey the vision and direction in a concise, visually oriented format.

“Middle housing”, as define in RCW 36.70A.030, means “buildings that are compatible in scale, form, and character with single-family houses and contain two or more attached, stacked, or clustered homes including duplexes, triplexes, fourplexes, fiveplexes, sixplexes, townhouses, stacked flats, courtyard apartments, and cottage housing”.

“Accessory dwelling unit” means a dwelling unit located on 2 the same lot as a single-family housing unit, duplex, triplex, townhome, or other housing unit.
