City Backflow Program

A backflow prevention device is a plumbing fixture that stops contaminated water from flowing backward from a non-potable source (like a sprinkler system) into the clean, drinking water supply, backflow prevention devices maintain safe water by allowing flow in only one direction.

If you have a sprinkler system on your property, you are required to have a backflow prevention device installed and regularly tested in order to protect the public water system from possible contaminants.

(WAC) 246-290-490 mandates that public water systems implement Cross-Connection Control Programs, which require property owners to install and maintain a backflow prevention device on their service line.

To ensure protection for everyone, all assemblies must be tested by a certified tester every year. The City of Airway Heights requires testers to file four documents with the City prior to testing assemblies. Documentation required is: City of Airway Heights Business License, Certificate of Liability Insurance, Certification of Calibration for testing equipment and current Backflow Assembly Tester Card. Pre-approved Backflow Testers: 2025

Please note if you choose to use another tester other than one listed, you must be sure that the documentation required by the City is on file prior to testing. If all documents are not on file, your test document will not be accepted and a retest will be required by a tester who has met the above criteria.

When scheduling a backflow assembly test, contact several testers for quotes and/or a group rate for possible savings. 

All testers must create an account with the City’s SwiftComply program. SwiftComply is an online backflow test reporting software that helps water utilities manage and automate their backflow prevention programs.

Please note there is a Program Fee of $15.00 that is due to the City for each assembly tested. This fee goes towards the costs to run the program including annual software costs.  The certified tester that you hire will collect the Program Fee which will be due when they upload your test results into the SwiftComply software.

Per the below municipal code, we do reserve the right to discontinue your water service if your backflow is not tested each year. It is your responsibility to facilitate the test and ensure the tester you hire submits your completed documentation through the SwiftComply software prior to June 30th of each year.

13.12.090 Penalty.

Service to any premises receiving its water from the City public drinking water system shall be contingent upon compliance with all rules and regulations of the City. Service shall be discontinued to any premises for failure to comply with rules and regulations of the City. (Ord. C-240, 1991)
