REQUEST FOR QUALIFICATIONS
PLAN REVIEW SERVICES
The City of Airway Heights (“City”) is seeking qualified firms to provide third-party plan review services for commercial and residential projects. The deadline for submittals is 4:00 P.M. on Thursday, September 10, 2026.
DESCRIPTION OF REQUESTED SERVICES
The scope of work includes conducting accurate, thorough, and prompt plan reviews to ensure compliance with the following:
- Applicable International Building Codes
- Washington State Amendments
- Local City of Airway Heights Codes
TERM OF SERVICES
The City of Airway Heights desires a two-year contract period that may be renewed for one successive two-year period, and that may be terminated by either party for convenience, with reasonable notice. The initial contract and each renewal will require City Council authorization.
SCOPE OF SERVICES
The consulting agencies will provide comprehensive plan review services to evaluate submitted construction documents for compliance with applicable state adopted building codes including mechanical, plumbing, energy, structural standards, and separate jurisdictional requirements. The review will focus on identifying code deficiencies, verifying design assumptions, and ensuring the proposed work meets minimum life-safety and structural integrity standards as a Plan Reviewer and Building Official. This work will also include review of existing buildings for code compliance standards including code interpretations, issuing stop work orders and do not occupy notices.
COMPENSATION
The City and any party selected for these services will enter into a professional services agreement which will address compensation. Proposals must clearly set forth the fees or fee structure (e.g., hourly rate, monthly retainer, per-case fee) to be charged for the proposed services.
SELECTION PROCESS
All proposals will be reviewed and screened by the Building and Planning Director and designated staff. The Building and Planning Director may convene an interview panel and finalists would be invited for interviews. Following selection of the preferred firms(s) and development of contract(s), the Building and Planning Director will make for a recommendation to the City Council for contract approval.
SCHEDULE OF EVENTS*
The approximate schedule has been developed to allow the City of Airway Heights to proceed in an orderly manner to consider all factors involved in reaching a decision as quickly as possible.

Proposal Submission Deadline Thursday, September 10, 2026
Interview Selected Individuals/Firms September 14-25, 2026
Final Selection September 28- October 2, 2026
Agreement presented to City Council Monday, October 19, 2026

- All Statement of Qualifications (“SOQ”) must be emailed with the subject line clearly labeled with “City of Airway Heights Plan Review Services Statement of Qualifications.”
- Any questions shall be directed to Heather Trautman, Building and Planning Director, via email at [email protected] no later than three working days prior to the submittal deadline.
- All SOQs must be submitted s a single PDF document and shall include the following information:
- Cover Letter (1 page maximum): Clearly indicate what services your firm can provide and which project(s) you want to be considered for.
- General firm/team background & introduction (2 page maximum): Provide a general background communicating the experience of the firm in general and the scope of services they typically provide. Provide proposed plan review processing timelines in the following format:

3. Key Personnel (3 page maximum): The names of key personnel proposed to work on the project(s) and their experience/qualifications.Provide past projects similar in scope that key personnel worked on and discuss the past performance. Highlight availability of key personnel and ability to meet proposed schedule.
4. References (1 page maximum): Provide a current contact name and phone number for three references. Include a brief description of project/work completed for reference (no more than 3-4 sentences)

The following factors will be used to evaluate your SOQ and determine whether your firm will be selected to participate in an interview process and/or commence negotiations with the City regarding any contract:
