REQUEST FOR QUALIFICATIONS
CITY ATTORNEY SERVICES
The City of Airway Heights (“City”) is seeking a qualified person or firm to contract for City Attorney services. The deadline for submittals is 4:00 P.M. on Wednesday, August 12, 2026.
DESCRIPTION OF REQUESTED SERVICES
The successful law firm or attorney will contract with the City to provide general legal services as an independent contractor. They shall not be considered an “employee” for purposes of the City of Airway Heights’s salary and benefits.
QUALIFICATIONS
- Licensed to practice law in the State of Washington with the training and experience necessary to perform the duties described.
- Demonstrated ability to exercise good judgment when applying law to specific
- Must have a minimum of five (5) years’ experience within or with municipal government in providing general municipal legal services.
- Ability to communicate effectively orally and in writing with superiors, subordinates, the public and professionals in government agencies and the private sector; ability to establish effective working relationships.
- Extensive knowledge of federal, state and municipal status, case law, regulations and polices relevant to city government in areas of civil and administrative law; of legal procedures; and court room procedures.
GENERAL STATEMENT OF SCOPE OF SERVICES
1. Furnishes legal representation at City Council meetings, Commission meetings, and at other meetings when requested.
2. Appears before courts and administrative agencies to represent the City’s interests when requested.
3. Drafting and reviewing ordinances, resolutions, contracts, and other legal documents.
4. Prepares legal opinions and memoranda at the request of the City or the Council.
5. Provides the City Council and City Staff a legal perspective and advice on various issues.
6. Performs other legal services and tasks, as assigned by the City Manager or Designee.
7. Advising the City Council, Mayor, advisory boards, and City departments on legal issues related to municipal governance, public records, contracts, employment law, and compliance with local, state, and federal laws.
8. Providing training to City officials and staff on legal matters, including ethics and public records compliance.
